2017年的美国政治很容易被视为“一场喧哗的闹剧”。闹剧是真的,但不是仅此而已。特朗普及其现象背后有着不可低估的政治文化意义。

就任总统的第一年,特朗普在身陷重围之中取得的成绩乏善可陈。他实质性的主要政绩——作为“圣诞节大礼”的《减税与就业法》,以及4月将年轻的保守派法官尼尔·戈萨奇送上美国最高法院大法官的位置——对于任何一位共和党总统而言(在参众两院的多数优势下)都是轻而易举之事,它们之所以显得隆重而喧哗,主要在于特朗普费尽周折克服了他自己制造的额外障碍。这位在任总统延续着竞选时期的战斗精神——善于制造和激化对立而不是化解冲突,勇于攻击而不是倾听异议并寻求妥协。但他在遭遇强大抵抗的逆境中生存下来,没有辞职也没有被弹劾,守住了自己的总统职位,这本身是他更难得的成就。
