1701878332 天际晦暗的时刻,很难分辨是暮色还是晨曦。2017年初,《华盛顿邮报》决定在报头下方刻写一句铭文:“民主死于黑暗”(Democracy Dies in Darkness)。黑暗的隐喻不只是在警示特朗普对民主政治的威胁,甚至不只是对美国动荡时局的忧患,而是对西方文明再次陷入严峻危机的预告。2017年西方思想的流变透露出多种明暗交织的迹象:美国社会的分裂在加剧,欧洲开启了“马克龙时刻”的转机,中国的影响力正在改变世界格局,民主的危机再次成为焦点议题,反性侵运动席卷全球,“思想工业”的兴起正在转变公共领域的结构,而人工智能的发展令人兴奋也让人忧虑。对于西方世界而言,2017年仍然是一个不确定的时刻。但有一些长期的结构性证据表明,这个晦暗时刻更可能是漫漫长夜前的黄昏,而不是黎明将至的预兆。

1701878339 就任总统的第一年,特朗普在身陷重围之中取得的成绩乏善可陈。他实质性的主要政绩——作为“圣诞节大礼”的《减税与就业法》,以及4月将年轻的保守派法官尼尔·戈萨奇送上美国最高法院大法官的位置——对于任何一位共和党总统而言(在参众两院的多数优势下)都是轻而易举之事,它们之所以显得隆重而喧哗,主要在于特朗普费尽周折克服了他自己制造的额外障碍。这位在任总统延续着竞选时期的战斗精神——善于制造和激化对立而不是化解冲突,勇于攻击而不是倾听异议并寻求妥协。但他在遭遇强大抵抗的逆境中生存下来,没有辞职也没有被弹劾,守住了自己的总统职位,这本身是他更难得的成就。
