联邦德国的各政治派别也应该参与到协调过程。要让波恩和法兰克福承担起更多的国际责任，联邦德国政治体系中两个最独立的机构参与者之一的自由民主党（另一个当然是联邦银行），应在联邦德国的政策协调努力中发挥更大的影响力。只有这种决定性的意见，才有可能从内部化解“德国人的固执”。

最后，需要构建更强大的跨国联盟。在国家间和相关的机构间组成联盟，需要想象力以及敏锐的政治嗅觉，去判断同谁有现实和潜在的共同利益。在构建不同层次的联盟过程中，自由民主党应该发挥更大的作用。如果需要，日本通产省和外务省同样可以建立跨部门的联盟。七国集团经济峰会应该作为构建这种跨部门联盟的载体。然而，为方便政策协调的跨国联盟建设仍然极少。从这个角度讲，五国集团各国没有充分利用它们最重要的政治资产：民主和多元的政治制度。
