总体而言,资本项目的开放不是一个独立的过程,需要和汇率制度改革、金融发展联系在一起,否则将给国内的经济发展、物价稳定和金融市场的平稳发展带来较大冲击,得不偿失。三个项目之间可以交叉同步进行,以缩短中国资本项目开放过程。

在资本项目的内部开放方面,其开放过程基本按照风险暴露水平由小到大的顺序进行,以保证开放过程中中国经济和金融的平稳发展。不过,各个项目的开放不需要完全依次进行,也可以根据国内外经济和金融发展的趋势和中国自身特点交叉开放。但对涉及中国国民刚性需求的行业,例如房地产行业,则要严格把关,尽量在资本项目开放末期对其实施开放,同时要保持着随时对其实施干预的注意力,以免影响国内民生需求,造成社会不稳定。
