如果我对林毅夫的观点的理解是对的,那么他希望表达的思想是:新结构经济学(New Structural Economics,NSE)认为传统思想忽略了由市场决定的比较优势,以及经济增长要求每一个发展阶段上都有“软件”和“硬件”(无形和有形)基础设施的改善。这样的升级和改善需要协调,并且内化由企业交易成本和投资收益带来的外部性。因此,除了一个有效的市场机制之外,政府也应该在推动结构转变中起到积极作用。
