摘要 本文以近三年来大陆出现的“官员博客”现象以及大陆四家平面媒体表达的公共意见作为研究对象，以探讨互联网技术进入Web2.0时代之后，“赛博政治”、“赛博民主”对大陆政治生态所产生的影响及其局限性，期望通过探讨有关“官员博客”的意见交锋来揭示大陆公众对数字民主的态度，并进而厘清官员博客现象的意义及其发展前景。

研究发现，关于官员博客的舆论是相当开放而多元的，体现了公众对赛博政治的乐观想象、期待、担忧、质疑以及理性认知的不同态度。官员博主感受到了种种压力，博客空间的质询和对话暴露出数字民主的有限性。网络传播技术优势为官民互动提供了便捷的通道，但官员博客之类技术平台的传播效能取决于体制的保障和使用者的意愿等诸多因素。赛博空间改变了政治的外在景观，政治控制机制和社会控制机制也升级换代了，但政治运转的内在稳定结构则依然如故。官员博客是大陆政治改革进程中“增量民主”拓展的重要表征，展现了当下大陆政治逐渐朝向开放、多元和民主的发展趋向；部分官员在认知上已然转变了对全球化、数字化的态度，主动征用这一便捷的技术手段来改良政治治理的技术。官员博客只是中国大陆在推进政治改革、转变治理模式、发展电子政务的一个表征，它的前景在于如何被更有效地纳入到整个电子政务的制度性框架中。
