[209] 民国初年，英国利用中国内地爆发革命之机，诱使十三世达赖喇嘛驱逐了驻藏大臣，破坏了西藏地方同中央政府的正常关系。南京国民政府成立后，秉承孙中山关于处理边疆民族事务方面的“遗教”，在行政院下设蒙藏委员会，作为管理边疆民族事务的专门机构。并于1929年7月派文官处女书记官刘曼卿赴藏，不久又派特使贡觉仲尼进藏宣慰，两人均出色地完成了使命。刘曼卿、贡觉仲尼的入藏活动让中央政府了解了西藏地方的相关情况，明确了达赖喇嘛及西藏上层对中央政府的态度，还促成了西藏在内地设立办事处，为国民政府尽快确立其治藏政策做了很大的贡献。在刘曼卿、贡觉仲尼入藏前后，国民政府对西藏问题保持了前所未有的关注，初步制定了治理西藏的各项政策措施，并且通过了一系列关于民族事务的法案与决定。
