1 尽管上海“占领政府”是日军一手建立起来的傀儡，但我在自卫研究所（Self-Defense Research Institute）和外交部档案馆却没有寻找到任何蛛丝马迹。上海“占领政府”的中文档案情况好得多，当然也不是说没有缺陷。上海市政府档案馆保存了极其丰富的地方档案资料，远超沦陷占领时期的其他城市。但是上海沦陷时期档案不完整，也比较分散，有时有点杂乱无章，一个案卷里有不同组织的记录。问题不是档案管理不善，而是中国城市生活太分散了，尤其是“维新政府”时期，城市管理机构分成好几套市府班子，众多的商业协会以及无数其他公共和私人的代理机构和联合会。沦陷时期混乱的权威只是加剧了分散的局面。这么做一定是掺杂着对日伪政权的憎恶情绪，不愿意对那个时期发生的事留下详细的档案记录。关于“大道政府”的档案见上海市档案馆：《日伪上海政府》，档案出版社1986年版，第1—16、135—148、431—443、791—810页。
