本章对蒙古行政机构进行了基本的勾勒。从最低的层面来看，蒙古统治下的亚美尼亚与中国东北地区是不同的。蒙古式管理固有的灵活性使之能够适应文化与地域的差异。从更为广阔的区域层面来看，蒙古帝国的统治是较为一致的，因为帝国政府通过课税以及建立财政区划与行省，为帝国提供了稳定性。这种一致性不仅使蒙古人获益，也使商人、军队甚至蒙古的臣民们从中获益。

蒙古帝国解体之后，达鲁花赤、巴思哈和沙黑纳这样的角色变得湮没无闻，但是蒙古式管理在很大程度上仍然得以维持，演变或者调适出新的地域特点，例如伊利汗国和朮赤汗国的伊斯兰式的底万。与此同时，在元朝，本土的选官方式科举考试卷土重来。蒙古人在本质上提出了一些新的模式，既来自自身的创新，也来自被征服的地区。他们的继承者可以自由地选择效法之或者抹煞之。这些官职中有很多在蒙古帝国曾经统治的地区沿用了几个世纪之久。
