我说过，经济学家需要采用一种新的方法来思考经济政策问题。但是，只有方法上的转变是不够的。如果没有对替代性制度安排所达到的效果有所了解，就不可能合情合理地在它们之中进行选择，从而，我们需要一个能够分析制度安排发生改变所带来影响的理论结构。为此，我们无须摒弃标准的经济学理论，但并不意味着不需要把交易成本纳入分析——因为经济体系所产生的大量制度设计要么是为了减少交易成本，要么是阻止交易成本的发生。木把交易成本纳入分析的经济学理论会趋于虚弱贫瘠。当然，其他因素也应考虑添加到分析中。但是，如果没有比今天更多的关于经济行为实际如何开展的知识，我们就很难改善我们的分析。灯塔的例子表明经济学家在不了解真相的情况下会在错误的道路上走得多么深远。在重版的《产业组织：研究的建议》中，我指出，我们对企业行为和企业的合约安排知之甚少；在《社会成本问题》中，我举了一些例子，旨在说明我们多么需要研究“接洽当事人的经纪人工作、限制性合约的效力、大规模房地产开发公司的问题、政府分区制的运行以及其他管制行为”。自那些文章发表以来，经济学家做出了出色的研究工作，但要做的事情还很多，其中最艰难的任务是新学科“法与经济学”中的课题。经济体系与法律体系的相互关系极端复杂，法律变更对经济体系的很多影响（经济政策的最好素材）仍然不为我们所知。本书的文章只是指出了我们的研究方向，漫长、艰辛而意义重大的旅程就在前方。
