从意思上看，此译也令人费解，要“成为国营公司”，那原来是什么性质的公司呢？非国营公司再怎么准备也不可能成为国营公司。原译者倒是动了点脑筋，public原意为“公共的”，而“公共的公司”好像不通，就改成了“国营公司”。根据Longman Dictionary of Contemporary English（1987年第二版），public的定义是of， for or concerning people in general，所以，其意思不仅仅是“属于”的关系，可以是“公开的”、“公众的”、“民众的”、“公务的”等。Public transport是“公共交通”；public servant表示“公务员”（指政府雇员）；public relations表示大家熟悉的“公关”。经济中的public sector一般指“公有部分”，可以是“全民所有的”也可以是“地方国有的”（public ownership也同样，“国有公司”一般说state-owned company，“国营公司”应为state-run company或state-operated company）。但是，汉语和英语组成复合词有不同的习惯说法，不能随便乱套，public company另有含义，上述词典的定义是a business company that offers its share for sale on the stock exchange，即中文所说的“上市公司”，与其所有制没有关系。（当然“上市公司”亦可译做listed company。）有趣的是，与之相反的private company可以是“私有公司”，但也指private limited company（该词典2003年最新版定义为a company whose shares are not bought and sold on the stock market and can only pass to another person with the agreement of other shareholders），即“不上市公司”。所以原句的意思是：他们为了使公司六个月之后成为（股票）上市公司，在进行筹备。
