在19世纪后期，随着外国轮船频繁侵入中国海域，船上的水手往往在台湾沿海地带遭到原住民猎杀，这也迫使清政府推行各种“开山抚番”的措施，并派遣平埔族军队进攻高山族原住民。这些“1880年代后期针对高山族原住民的政策措施，目的是要结束猎杀的方式和打破过去汉番隔离的状况，让农民借助蓬勃发展的国际市场，发展台湾的茶树和樟脑种植业”[32]。1894—1895年中国在甲午战争中的战败，导致台湾在此后直到1945年间一直被日本占领，并被其转变成为向日本国内输送大米和蔗糖的殖民地。[33]
